Online Information Event – Developments and Measures for Mine Safety in China

As the implementing organization of the Competence Centre for Mining & Mineral Resources, AHK Greater
China is very pleased to cordially invite you to their Information Event in August. Founded in January 2021,
the Competence Centre, which is funded by the German Federal Ministry for Economic Affairs and Energy
(BMWi), serves as the first and central point of contact for German companies and institutions for an
engagement in the Chinese mining and mineral resources industry.

Overall, mine safety in China has been further enhanced and improved in recent years. According to the
National Mine Safety Administration, the mortality rate per million tons of coal mines dropped to 0.058 in
2020, decreasing by 64 percent compared with 2015. There were 434 mine accidents in 2020, down 19
percent year-on-year. In April 2020, the State Council published a “Three-Year Action Plan for National
Safety Special Rectification”, which highlights new objectives for the mining sector: Coal and non-coal mines
which do not meet the safe production requirements shall be closed, the number of coal mines shall be
reduced to about 4,000 and more than 4,000 non-coal mines shall be shut down before the end of 2022.
Numerous incidents in the first half year of 2021 – i.e., Hushan Gold Mine explosion in Shandong Province,
the coal and gas outburst in Guizhou Province and the mine flood at Dahongcai Iron Mine in Shanxi Province
– also caused great concern and led to new measures by local authorities: Shandong Province for instance
carries out a safety inspection for all non-coal underground mines until end of 2021. Shanxi Province ordered
urgently moratorium and inspection for all non-coal underground mines. Against this background, it is
interesting to learn more about the recent developments regarding mine safety in China, and to discuss
opportunities for Sino-German cooperation.

At the event, Prof. Sun Enji from the China Academy of Safety Science and Technology, will introduce the
current mine safety policies and applied technologies for non-coal mines safety in China. This will be
followed by Prof. Huang Zhian from University of Science and Technology Beijing, who will share insights
on the status of coal mine production safety in China with focus on prevention and control of spontaneous
coal combustion.
